The logic is implemented in the input Data Set, returned rows will fail the Test according to the threshold settings.
In fact, Custom Test's logic is fully based on Data Set. The end user can determine which values will fail/pass the Test by choosing relevant Threshold value(s).
STEP 1:
One Data Set (of any type) should be chosen/created in the Test in "Data Sets" section:
In the following example is shown Data Set, based on a *.csv file:

STEP 2:
In "Test Type" area select "</> Custom" option - "Custom" Test will automatically be added in the "Test Flow" area:
Access column's mapping by clicking the pencil icon in the upper left corner of the "</> Custom" tile:

Choose the relevant field(s)/column(s) from the list of columns, returned from the Data Set:
STEP 4:
When set up is finished, 'End User' can defined the Threshold and Log Settings.
